A world with a biosphere is a counterparty. Draft VII requires a stewardship brief, a restoration bond, and a named officer who can halt a landing without asking a distant board for permission.
The draft is open because the people affected should be able to read the rule that claims to protect them. Later drafts may tighten procedure. They may not quietly lower the standing of a living world.
